The cameos by set staff and actors from previous films make the Bond movies more appealing. The continuity gives the movies a human element. Another example, though technically not a cameo, is that the daughter of Eunice Gayson (who in the first Bond movie is the woman in the casino to whom Connery said "Bond, James Bond", and who appears also in the second movie) is a casino player to whom Brosnan says "Bond, James Bond".

Getting a line in a movie is a big deal for someone who isn’t an actor. The SAG rules are strict, if petty. A non-speaking part vs a speaking part is the difference of something like $50/day up to $2000/day. The more recent Star Trek shows are notorious for not giving speaking parts to extras. It’s why Riker or La Forge would ask Red Shirts questions and they’d just nod or shake their heads like mutes, lol.

In the party scene in Jamaica in the film "Dr. No", many of the crew members appear dancing, including location manager Chris Blackwell. And in the film "From Russia With Love", we see Jacqueline Saltzman (the wife of producer Harry Saltzman) as a lady looking out a window in the Orient Express when Bond and Tatiana Romanova are about to board. In the same movie, in the gypsy camp scene, director Terence Young stood in for Pedro Armendáriz, who was very ill at the time, in the shots from afar or when only Kerim Bey's back was shown. Finally, also in FRWL, there's a strong rumour that "the man with the cane" that stands beside the train when it does a sudden stop in the country was none other that Ian Fleming himself.
