If I'm selling a home for 250k, it makes me no diffrence whether I get 250k cash from the homebuyer OR (200k from the bank, 25k from the homebuyer, and another 25k from the homebuyer's down payment assistance). Either way, I'm still getting 250k.

She also knows that the money isn't going to the buyers and that it's going directly to the homebuilders, developers, and investors - who will then merely drive up the cost further to make sure they choke the buyers. That's why her economic advisors come from companies like Blackrock. And yes, the struggling taxpayers will once again pay the government to pay the big companies. Home prices, existing and new construction, with quickly increase by $25,000. Without sufficient inventory, the competition will be fierce, further driving up prices. Builders are building as fast as they can, and Harris simply "ordering" more construction won't make them build any faster. An additional problem is zoning and land use laws. Primarily "green space" requirements. If you're not familiar, the Triangle area (which includes Raleigh, Cary, and Apex) it is the hottest market in the country right now. Housing prices are increasing at a rate 3X the national average. So $25K won't be as helpful there either.
