You have to use the compatibility option when you install the modem drivers

win 10 and 11 work with dial-up you just have to manually install the modem

Yes it does work. I have a 56k modem card in my PC (i9 10900k rtx 3070 windows 10). My main internet is Spectrum Cable 1gbps but I live in a extremely extremely rural area (Absolutely no cell phone service and no clearance overhead for satellite internet) trees, animals, storms, etc causes my internet to go out around 6-7 times a month. I have been a AOL subscriber since 2002 and never stopped paying for their service. It can load facebook, email, and surprisingly youtube with a few minutes of waiting. I find myself dialing up about every month when my internet goes out

Oh yeah! There’s a WSP Called Juno that supplies dial-up nation wide! I would 100% recommend it, you get 10 free hours a month!

Win10 and 11 do work on dial-up, your laptop was already connected when you chose connect to the internet, so it took you to MSN as you clicked browse. I doubt that the modem would need a driver either.

I can't be bothered getting a dial up ISP so I made my own with a cisco spa122 ata by configuring it to call between its 2 ports 4free

Juno is owned by a company called United Online which keeps the service online for rural areas that can’t get, what we know as “normal internet”

Based on the modem's negotiation tones at 6:30, the line speed was downgraded to 14.4k (V.32bis). Probably due to excessive noise, I doubt Juno would have modems that only support up to V.32bis
