Does this proposed Bill of Rights have a government out? Does it state ' no medical intervention can be inposed on government employees ' but no protection for everyone else? Also does it have a government out? " Unless government says different or changes their mind '?

In the 1800s Karl Marx created a new type of political system we know as communism. In the 1900s another political system fascism was being developed by Italian national syndicalists. This was a conservative socialist system in reaction to the Communist leftist ideology. Communist and fascist systems of government are distinctly different the traditional systems of government. Which means that what you might think is traditionally a leftist or traditionally a conservative no longer works. Because these political ideologies breakdown system of traditional governmental systems. In other words when you compare fascism and communist to traditional systems of government it's like comparing apples to oranges.
