To get the new My Melody Plushie Backpack limited UGC in My Hello Kitty Cafe you have to get the My Melody staff. So, you have to spend Gacha Tixs at the card machine to obtain her card. I tested to see if I could get her in 700 gacha tixs. It definitely wasn't easy to try and get My Melody!

If you meant the new reskin pal you need to get 2 normal my melody, then you can exchange them in the city store via talking the my melody npc in the city store.
