ASalam ALeik, OK I have a question. Is there a difference between seeing major Kufr & Major Shikr? If I see Major kufr do I say he is a surah 106 in my heart but not in my tongue until judge sees them like w/ the ppl who we see do znuh?

Laymen are not to precede Muftis in pronouncing takfr as they are able to inspect if obstacles are removed, and thus prevent wrongful takfr and divide in soceity by those who don't know better. You can say someone did kufr if you saw it but not say they are a kafir. in a hadith only Umar called a certain person a 'surah 63' and that person said i didn't do it disliking Islam but for such and such reason! IS it Bukhari 4274, Kitab Expe/ Magazi?
