Can student pay fees through part time jobs in UK?

Student visa main purpose is to only study. The 20 hours are like just an extra bonus. It's clearly mentioned in the government website that we should have funding for both the fees and accommodation until the end of course or atleast for 9months. For inside london it is 1334 per month and for outside london it is 1024 per month.
