Here in India will this be applicable on the contract money or agreement under working contract, do these conditions will be applicable to file recovery after 3 years in case of company contract or deal with companies

Some one has taken city bank credit card before 10 years and payment not done since last 3.10 years , case is now time Barred. now city bank has closed credit card business and sold to axis bank , now axis bank has sent message for payment , what should be done ? City bank has not informed officially to me , whether I can challange axis bank that I have not taken this card from axis bank or case is time Barred? You can not recovered debt? Case of gujarat . Mam give your opinion
