Some puranas give this mantra " hare Rama hare Rama Rama Rama hare hare hare Krishna hare Krishna Krishna Krishna hare hare" Whereas some give it the other way. Both have same power. Vaishnavas of bengala and orissa, being devotees of Krishna/ Jagannatha, practice it with hare Krishna first. There's no strict rule that - it should be chanted with, hare Rama, first. Listen to your inner voice..... Bhakti is more important.

In ISKCON I have seen peoples put the chanting bag here and there in a disrespectful manner. They usually put their japa-mala on their knee, foot, genitals and keep chanting 😮 what kind of behaviour is this ? Since you indicated that the Harinama is landed on the "japa-mala", so I think you might be honouring the japa-mala respectfully. Dear Sir, from our very childhood, observing and listening from our elders that the chanting beads are very sacred and must be placed above the genitals position! Chanting beads should be placed above Naval or nearby the heart. Japa has to be done under the shelter of "mala" or Tulasi Mala for Vaishnavi sadhana, means Goddesses Tulasi devi is the Aashraya vigrah a form of Swarupa-Shakti. Then how the ISKCON peoples are dealing with the Sacred Japa Mala in such a neglectful manner. After seeing this I am very much disappointed and disturbed. No other spiritual organization will allow to hold the japa-mala in such a degraded manner....😮 You seems to be a very respectful and serious person, thatswhy I raised my concerns on this platform, otherwise I have no personal issues. Its my humble request to you, please consider this matter seriously...
