Maybe the SFPD HQ has something to do with Tenpenny, and that's why CJ can't normally enter it. Now you may say it's locked since the beginning ot the game (don't know, you might want to check it out, but i assume it is), but Tenpenny knows of Carl's past actions, so that's why he wants to keep him away from him while he is possibly planning his next step. Maybe they were planning on adding it as a mission against Tenpenny (or maybe just another PD), but decided against (maybe to create mystery)

I do like your theories, however, there is just one thing that I wanted to point out: Early in the game, Tenpenny appeared at MULTIPLE cutscenes, especially missions for Smoke. Tenpenny wouldn’t drive from SF to LS every time, but maybe he temporarily resides at a hotel or something?

You can get there with the interrior universe from the LSPD interrior :) There will be a yellow arrow outside the interrior somewhere :D Just accidentally find it

Actually if I remember correctly the SFPD interior's files have an MP tag which could mean that this was a Multiplayer only location (RP servers love to use it) and there was plans for an official Multiplayer.

I Assume This PD Was Supposed To Be Put on a Removed Mission in the Early Scripts of San Andreas, But As Long As The mission Was Removed, Then Automatically The Yellow arrow will Be Teleported to The Hidden Interiors Universe, But If I'll use Better Assumption, The SFPD Had Something To do With the Mission Called "Toreno's last Flight" But unfortunately The Mission Was Changed Because of Two Possibilities {Either the Mission Was Massively Complicated, or It Was Too Easily to Across}, and These Two Possibilities DEFINITELY Had Something To do With The SFPD But As Long as They Were Removed, Then the SFPD Was As Well and For Good from San Andreas World. The Only way to get it back, Is by Modifying The Interior's File and Transferring the "Yellow Arrow" to the "outside" of the SanFierro Police Department, I Think my Possibilities Do Make sense.
