The Occuria are immortal beings that watch over Ivalice and guide the inhabitants along through fate as they see it. Venat is an Occuria that got tired of just watching from their thrones. He took the secrets of Nethacite and gave them to a brilliant scientist (Dr. Cid) to see what the humans could do with the power unrestricted. Venat's goal was that humans may break free from the Occuria's control of fate. Once Reddas cut the Sun Cryst, Vanat's goal was complete. The power of the Cryst was the power the Occuria gave to individuals to help right historys weave. Once the Cryst was gone, so was all agency of the Occuria.

I totally agree about the FMV's looking kind of plain and empty (I mean seriously, a major early game FMV that introduces the main villain using the ambient background score? What was that about?) And it did not help that on the PS2 it looked as if the camera had been smeared in Vaseline. Still love it though.
