23:57 actually if you use a vitamin, stat reducing berry, or deposit a pokemon into the pc and close it then take them out again, all of these things recalculate a pokemon's stats and applies the EVs without needing to level up in gen 3

My new favorite kind of challenge. I saw small aunt do this challenge awhile back and I'm glad you decided to have a go at this and maybe try it in other games. I will say that if you do this challenge in Ruby/sapphire then you are going to have to ban rare candies since they are farmable thanks to the pick up ability. Even with species clause just having one zizagoon means you could potentially farm unlimited rare candies. Needless to say farming rare candies would negate the entire point of the challenge.
