A Steam licensed game is required for it to work. This mod with heroes is installed on top of any other mod, so you need some mod as a base. I used a mod to add all towers from other parts of the series without rebalancing: drive.google.com/file/d/1vaLUk4jnOgJyRh1qjtUvSjbiVmwh-EUL/view?usp=share_link. You need to download this exe file and replace the original exe in the game folder with it. Then you need to open this exe file as an archive using 7-zip and move the folders from the heroes mod archive (link to which is in the description) to your exe file with replacement. After that you can play.
