Being "active" is not the same as surviving, someone in a coma on life support did survive what put them into that state, they are inactive but alive, and as we see with the rumbling, the wall titans are still alive despite being encased in stone for ages, in addition, the titans made from Connie's village were also able to be active at night, in addition to the shifters.
