I understand your request to use my water for cleaning the sidewalks, but here's my perspective: If you're using my utilities for your work, the cost of that resource should either be accounted for in your pricing or deducted from the total charge. It’s important to transparently record the amount of water used and adjust the fee accordingly. From your comment, it seems there's an expectation that customers should cover labor costs while also providing the water needed for the job. However, I believe that the cost of water should not be passed onto the customer as an additional, unaccounted expense. After all, a few gallons of water aren't "free" any more than your labor is.

How do you know using your water isnt accounted for in the price ? It obviously is... otherwise your job price would probably double if they had to transport large quantities of water to you. That'll cost you more than your water bill. I also asssume this is an American thing, in the UK we just a flat water bill regardless of usage. Mines like £630 annually
