Does it mean my visa is rejected if I dont get both correspondence letter and OPR on the same day? Because in almost all cases, it is shown on the same day. However, on the application status checker, I got a visitor visa document number (with expiry date) as well. Please help.

Sir I applied for tourist visit visa along with spouse and kids, but they refused saying no ties to homecountry. I wanted to visit Toronto. Now again I want to reapply with more documents my question is: If I apply again for Toronto the weather will be harsh in Oct 2023 and can't wait until jun 2024. whats you suggestion should I change city this time and apply for Vancouver in Oct 2023? or it will weak my case?
