Try reuploading at 480p. I seee the upload date here is from 2007, which is before they started allowing higher quality uploads. Now they allow up to 1080p, but 480p is the best you will probably find as source material for old animes like this. No reason to only have a 240p opening of an anime on KZbin in the year 2016, when KZbin now allows you to upload MUCH higher quality videos.

There were a few episodes dubbed in English somewhere, but not that many. It’s unlikely that there will be a full English dub considering that the legal battles between the creators have gotten so bitter that it’s pretty much impossible to release the series in any capacity.
