The horse has bolted wrt foreign nationals. Honestly, the only way to go forward on this, is to impose brutal port entry restrictions that are not open to corruption. This will heavily strain diplomatic relations, and initially leave thousands stranded. It might even create humanitarian crisis in high would add a global issue. Our current government has failed its people on so many fronts
