How are you just going to reduce socialism down to just government ownership? Socialism is collective or social ownership of capital. Yes, this can be held publicly through the state, but other types of social ownership like cooperatives, Credit Unions, collectives, trade unions, CSAs, and community land trusts are all types of social ownership that don't require state management. Democratically managed organizations, NGO and govt, would work together in democratic networks to establish social control over the means of economic and political production. C'mon Great Courses _"socialism is when govt does stuff, and the more stuff it does the more socialisty it is"_ is much too basic.

there is no such an economic system as socialism. There is only two system - capitalism and communism, one based on private property and another abolish it. Socialism is a form of social service such as free education, free healthcare etc. It exists under capitalism and communism. Matter of a proper definition. Marx and Engels in the "Communist Manifesto" gave a clear definition of Communism - abolition of private property.
