And in Endgame we didn't see any govt. interference so it is not clear why it doesn't happened. Maybe it was shown in Falcon and the Winter Soldier series. And We don't know why govt. didn't bother Cap, Black Widow, and other Avengers in Endgame and don't reply me maybe that was because General Ross was died in Snap because we knows that Hayward like people are still in existence and they can bother Avengers. So maybe all these questions will be answered in Falcon and the Winter Soldier series.

Steve beated US cops very badly when they were just performing their duties and blasted a civilian car who was innocent . 2. Tony already told Steve that he is going to change rules very soon . Staying together is important. Bt Steve was stubborn as always. 3. Steve betrayed Tony by hiding the fact that hydra killed his parents with help of bucky(who don't have control over himself). 4. Tony placed Wanda in a 5 star hotel (avengers headquarters) with big open area , pool etc. " only till the time everything gets normal " not for whole life and it's only for her protection from Ross and govt. Bt Steve got angry on such a thing. Actually both were on same side of accords bt Tony considered both ground level and space level together bt Steve wasn't able to understand that. I hope everyone reading can understand who was more correct.
