Was he a Nice guy? No. Was he a bad emperor? I do not think so. None of his atrocities were outside the norm, and he did not cause any damage to the empire itself.

Nero and Domitian have a better chance of being misunderstood than him IMO.

@@dig.archaeology several pretenders claiming to be Nero appeared and gained a following + the hostile literature sources like Tacitus claim he was popular among some segments of society, so I think he must've done something to be popular with some people (plebs?). I've heard theories that his dumb party boy stuff was part of a smart policy (e.g. he was trying to incorporate greece like claudius did with gaul) but I don't buy that stuff. I forget where I heard that Domitian was a good ruler for the plebs but not the senate, I definitely heard it somewhere >_
