can you explain more the process of conversion? moreover, if i want to convert the carbon dioxide into plasma by discharging, so if i disconnect the electrical resource; plasma will return back to carbon dioxide with its harmful properties for the global warming?

I doubt they really know how it works. It is quite complicated, depends on type of plasma.
