it's not that Kenma made "minimal effort" for that last set, it's the set itself that has "minimal movement" meaning he went into a perfect set form which they mentioned that he only does if he gets an A-pass (perfect receive) because it's hard to do with a sloppy receive. A perfect form of setting is basically what Kageyama is praised by because his set up shows minimal movement, meaning it is hard to predict and able to give the spikers the best possible set. While the perfect set shows minimal movement, it requires higher effort, which in this case for Kenma, was a way to show that he also has guts.

Living for the character writing appreciation in Haikyuu :") Furudate really does it different; their editors also often praise how they can come up with so many different vivid personalities, and very quickly, too. Interestingly, in one of the most recent interviews one of the editors said Furudate seems to have a good "distance" from the characters - as in being able to see them from the side, like "someone else's kids", instead of internalizing it. Well, whatever it is, it sure is working
