So basically Roy is Carlos’ replacement for the times he kept coming back even Detroit, so with that being said Carlos was supposed to have the McLaren F1 LM in the U.S. Champs Series then.

not necessarily. as carlos did not have a placement in Atlanta, i just replaced Roy's car in this scenario. same for his races. there are no indications that carlos would return in detroit

Had this rematch actually happened in game, many players could have the Class B vehicles already unlocked, but most would use the Evo, 350Z, Supra (even if they may have won the Hotlanta Tournament) or a maxed IS300 (if C Level 2 is still locked)
