Carl lacked critical information about the timing required on the short evil level. The flow of Yoshi eggs is not consistent due to how spawn limits and pipes work, he kept jumping on the second Yoshi in a cycle from the first pipe, which made it impossible to progress because there was no Yoshi to land on. Once he jumped on the first Yoshi in a cycle from the first pipe, the second Yoshi from the next pipe was available.

In the evil short level, can't believe Carl didn't notice that the yoshis were coming out unevenly - i.e. the first and second yoshi were closer together than the second and third. He failed every time he caught the second yoshi, and succeeded on the first try where he went for the first yoshi.
