As for decisions Riot makes with what they allow/prevent, I would lay money on operating in Canada and the EU where there are so many ways for them to get sued or fined that they err massively on the side of caution.

A lot of folks would be willing to listen to a shotcaller so long as they aren't being jerks about it. But having to basically afk to type is just dangerous in-game.
