The only thing missing is that the handle that you use to carry the car seat needs to be up. It’s safer if there is an accident.

On the seat it says Always use handle in position A in the vehicle which is up.

I did this and was able to grab the carseat and take it completely out while the seatbelt was locked

Shannon - that shouldn't be possible if the seatbelt was actually locked at the retractor. Did you hear a faint clicking or ratcheting sound as the seatbelt webbing was being fed back into the locked retractor? Try again and make sure you pull the seatbelt all the way to the end in a nice smooth motion. Don't jerk on it or pull too hard on the seatbelt because it might lock up temporarily thinking that you a breaking hard while driving.
