Your tv shouldn’t raise your electricity bill much because modern TVs are led. If anything, the speakers in your tv probably raise your electricity bill than the led lights that cause the screen to display images.

Thats not exactly how it works. When you turn off your lights, electricity get cuts off at the switch. which stops the current completely from going to the light. Which also stop the draw from the meter. Same thing with the outlets in your house. They do not use electricity unless you plug something into them.
