For anybody not caught up on the Sister Location lore: The little girl talking at the start of each night is Elizabeth Afton, daughter of William Afton who is the founder of basically the entire Fazbear franchise. William Afton made Circus Baby with the purpose of using her to essentially murder children, by giving her a mechanism where if a child comes close to her, she will open her stomach to reveal ice cream, then when the child is lured in, she grabs them with a claw in her stomach and scoops them inside of her. Because of this, William would not allow Elizabeth to go see Circus Baby no matter how much she begged, and of course wouldn’t answer as to why she couldn’t see her. Eventually, Elizabeth was able to get close to Circus Baby because William wasn’t watching her, and in turn, Elizabeth was pulled inside and killed.

And of course, William built these killing machines to collect more remnant from dead kids, (Obviously kids are the easiest to kill(I don't speak from experience)) to grant himself immortality.
