I think it's so obvious that Stitch was holding himself back when Lilo starts fighting him. He knows he could destroy Lilo while barely trying, and doesn't want to risk hurting her to the point he kills her by accident.

Stitch was probably holding back. It’s a young human girl vs one of Jumba’s experiments, designed to lift 3000 times his own size and weight, and originally programmed for mayhem and destruction. If he wasn’t holding back, he probably would’ve sent Lilo across the room and through a wall.

Lilo is at a low point due to accusing Stitch of messing up the rehearsal and lost trust in him as a result, she’d been affected by Mertile’s bullying and she got in trouble with the hula teacher as well for Stitch’s glitch that wasn’t his fault to begin with.
