If you really want to know why crocodiles don't typically attack and eat manatees, it's generally because of energy efficiency. Think about it. A manatee is big, padded, and able to exist underwater for long periods of time. This is trouble for a croc. In comparison, a gazelle drinking from the river is skinny, vulnerable, and easily drowned when pulled into the water. There are of course other factors like movement patterns of manatees that impact the predator-prey relationship, but it really boils down to it not being worth the trouble for the croc.
