Because Rements box their collectibles in display boxes with 1 of every one available, so if you buy a box of Rements you're guaranteed to get the full set. Cassie assumed that when Barnes and Noble put the display box on the shelf they just opened it up and put it out, but in reality they mixed the contents of two different display boxes together. So she thought she was buying 7 of the 8 available, so she'd only be missing one, but she really wasn't.
