Could just be either your patience, or the RNG not dropping it for you. I'd assume it's both.

It's randomized; you can get two Axe Armors this way, funnily enough.

Just take a bit, make sure you entered the Inverted Castle and warped back to the Library, and go from there.

Wait so you can’t get Dracula’s tunic til after you entered the inverted castle? I got the ring and axearmor like right away but two days now bouncing up and down and no Dracula tunic. Haven’t seen a inverted castle requirement anywhere that I’ve read about it.

No. You just have to visit in the Inverted Castle to get the Dracula Tunic. Everything else can drop whenever, depending on your RNG.

No problem. For the Dracula Tunic, it's as easy as entering the Inverted Castle and using a Library Card.

@@fajaryehuda3812 order to get jump: 1) go to library and buy unlock jewel to open shiny doors. 2) go back to the westmost side of the map and go through shiny door, go there till you see flying sword, in the room with flying sword jump up near the right wall, after that just explore till you get double jump item. 3) with double jump item go to big clock room, jump up to top left and go to arena, fight the boss and get mist form. 4) go back to save point at the library, that save point has 2 exits go left, and find the boss, to the right from the boss room there will be bat form which can be taken with mist form. 5) now go back to big clock room and fly up at the middle to take the super jump item.

I dunno about that, given a lotta stuff from the Saturn version was added to the Saturn version specifically, and was released after the PS1 version(if memory serves). But that's a good question I never thought of, and I'm just responding since I just saw it.
