i think i can explain what happened. Wind was something he did because of his true potential. If u notice later jay flys and creates a storm in episode 13 when using his ture potential meaning wind is a sub element of lightning just like how something like smoke is prolly sub of fire, and water is prolly sub of ice, metal and nature are prolly sub of earth, etc. And the only way to use it is by using true potential which is why he only did a little bit of it.
