It basically means that fools will jump into something without thinking about the consequences, while a wise person will weigh all their options before making a decision. So that basically was a really long way to say that those two quotes refer to two different issues and wouldn't be the opposite of each other.

I think they didn't jump because they felt they didn't have enough space to jump. Thats why when they were at the back of the high wall they jumped but when they were on the other side while having the other walls behind them they didn't. I don't think it makes any sense tho because they jump while being still they dont charge the jump by running
