If you don't have a reference cell can you use something like a piece of pipe? I have a tank for my home and don't want to buy and maintain a reference cell for that.

When setting a new tank, can you place additional anodes in the ground and not hook them up such that when the 2 anodes in service fail you can connect the tank to the spares?

No, it's a chemical reaction that starts when they get wet so the "spares" would age too
