It's part of the hereditary disease common in the Scottish Fold breed, one of Lulu's parents was a hybrid with Scottish fold in the mix. The ligaments in his legs are basically overdeveloped to point he actually can't bend his rear knee joints at all, as far as I can tell. there's more details on why Lulu is the way he is in one of the Cream Heroes videos.
