I had a friend from Hyderabad watch this and explain the Hotel situation to me. The hotel owners were trying to tell you that they cannot rent you a room. The government only allows foreigners to rent from certain hotels that are considered "safe" and meet a standard that the government considers a high enough standard for foreign tourists. One of them seems to be Hotel Indus as they mentioned it more than once. The one place that was going to accommodate you was charging you that high rate so that they could cover the fine from the government if they got caught. The others likely assumed you were sent by the government with a camera to catch them so the government could fine them if they rented you a room.

Hey there Kurt, glad that you are in Pakistan and I hope you enjoy your visit. I would have welcomed you in my house if I was in Pakistan. One thing about those hotels that you were taken to in the start, those hotels are not allowed to give rooms to foreigners because the city has assigned better hotels for foreigners for their own security (even though there is not a security threat, they just make this extra effort specially for the guests of this country. It is unfortunate that no one knew English and no one was able to explain you this rule (except the first guy, who did explain but in a bad way and bad pronunciations) I really hope you enjoy (or enjoyed) your visit in Pakistan !!
