Good example is in the 10ish years of Harpers scandal plagued government he only held 3, in 8 years of Trudeaus scandal plagued government he's only held 2. It's a lot of money and bad PR for the most part.

When an unclassified document is inserted into a classified document, all of the contents take on the highest level. The PM could then accuse PP of revealing the contents of classified information even if the parts cited were already public.
