My wild hypothesis on this, I may be horribly wrong. One, Champions Trophy will not take place, the key persons at PCB knew it, thats why stadiums were stripped to bones with massive rebuilding taking place, which, knowing how things go in Pakistan, will not be done within stipulated time of Champions Trophy. Jay Shah, Amit Shah and BJP use it as political point scoring back in India. Second, If CT does happen, may be Jay Shah wants to come as a savior of ICC and a hero, again political connotations, coming on 1st December and then appearing as the man for the crisis who eventually solved the crisis and India will visit Pakistan. As I said, I may be horribly wrong, but may be 😅

Pcb can't do anything. There is a clause in ICC law that any country can pull out from the tournament for security reasons..
