There is actually a positive correlation between high interest rates and value of a currency. Increase in interest rate is intended to drive down inflation in the economy and attract foreign capital, since investors are usually seeking for where to invest to earn a higher return on their investment.

The CBN governor has to read from the prepared document to ensure his communication to the press and other stakeholders is consistent with what was agreed at the MPC meeting. He's only reading out the decision taken by the MPC as the chairman.
