Mactan Cebu Airport expansion and CCLEX is not a part of Duterte's Build3x, this expressway is fully private and funded by the MPTC, this project is a PPP project, and as for the Mactan Cebu International Airport, GMR Megawide has bought full rights to manage the airport, thereby making them the sole developer of the airport, what that means is, the government has no involvement in the development whatsoever because it will be GMR Megawide which develops it as a private entity, even our Terminal 2 is a GMR Megawide Project, and it has completely nothing to do with even the current, or past administrations.
