thank, from your video i know now exactly the difference between TMS and SMS but why is it always the time mean speed that is greater

bcoz arithemetic mean is always greater than harmonic mean

The speeds will be equal if all vehicles are traveling the same speed. If the speeds are different, the slower moving vehicles will occupy the roadway space for a longer time period, which will make the SMS less than the TMS.
