First of all, the part about Israel retaining the right to restart hostilities is actually not listed in the deal at all. Also, Hezb doesn’t need to be anywhere near the litani river in order for their weapons to reach Israel. So them moving back past the litani river, doesn’t make the Israelis any safer. The displaced Israelis know this & that’s why they refuse to return to their homes near the Israeli “border” with Lebanon. Another thing is that the reason why 1701 was never fully implemented is because Israel has always refused to declare what their formal borders actually are. And that’s because they would like to eventually take parts of Lebanon, Jordan, Yemen, & even Egypt, in order to achieve the “greater Israel” that they desire.

I mean it's obvious what people mean - no one really cares about the technical definition. It's like 1st/2nd/3rd world which *technically* refers to NATO/Warsaw Pact/Unaffiliated but in reality people today only use 1st/3rd world as indicators of overall development/wealth levels. Language evolves. No need to be obtuse if it's clear what people mean.
