as someone who grew up never having a province to go to, Cebu has a special place in my heart. when I started working, one of the perks of the job is sending us in different branches scattered all over the Philippines. the food alone in Cebu is worth the visit - ang dami talaga from inexpensive to the more pricier places, you won't be disappointed. what more about the culture, history, beaches etc.
