He was one of the most sociopathic and charmless characters on the show. He wasn't asked to do nearly as much as the actors that played Tony, Carmela, Chris, Junior, and even Adrianna. He's just an antogonist who stands in the way of Tony's reign. I love Season 2, but not even close to the best acting on the show. He's basically either annoyed or pissed off. Nothing else.

Sure, he isnt Tony level or Junior level, but he was good for what he was supposed to be, an old school guy that couldn't live with the idea he had to respond to a "kid" while he expected to be seen as a bigger deal as the brother of the ex-boss that just died, ofc he was always pissed off, nobody respected or feared him as he thought he will be. In my eyes he was a decent part of the show, i would have loved if he downfall was longer and he was more part of the crew.

Or, you know. Not come back to his car until the next day, preferably 2, and at a really random time. I know it's hindsight, but if someone chased me down the street, shooting a freaking gun, and by some miracle I managed to get away - I would not go back to my car 1, 2, 3 hours later. I wouldn't even go home. I would take a taxi to a motel, stay there for the night, and then call home to see if Richie was looking for me. Then, if things looked OK, and it had been maybe another day, then I'd go back for my car. The guy can't wait around forever, and in the meantime, I'd reach out to Soprano or one of his crew and tell him that Richie nearly killed me because he wanted to shake me down for the money I gave Tony.
