Cell could quite literally become the strongest mortal in the entire Dragon Ball franchise. The combination of Frieza and Hybrid Saiyans potential for growth in power through training, Piccolo's regeneration and high IQ, the pureblooded saiyans lust for combat and testing/breaking their limits as well as their natural zenkai ability, able to survive the vacuum of space. Cell is quite literally the definition of perfection and you can't tell me otherwise.
