Tbh, I don’t think Cell can access his own version of Super Saiyan Rosé. That form came about as a result of Zamasu taking the body of a Goku who had attained Super Saiyan Blue, and converting the form with his influence. In short, no soul of Zamasu, no Super Saiyan Rosé equivalent.

That is fair but the body is still Goku, the mindset changed but the power and skills are essentially the same as regular goku. Cell got goku's cell, I think no matter who is controlling the body, the cells of the body doesn't changed. And it is not that the goku body he stole didn't experienced the cell saga. If that goku never experienced Cell Saga , then it would make sense. But that's not the case here

@@muigogitoultrasonic3947 Changing mindsets isn’t the same as mindswapping. Actually, now that I about it, it’s a toss-up which form Cell will get, Blue or Rosé. Goku (and Vegeta)’s cells alone would give him Blue. But his own mindset (both Cell and Zamasu think themselves a fine example of perfection) could give him Rosé instead. I guess, what I was really trying to say is, as Blue and Rosé are essentially the same form (Super Saiyan God Super Saiyan), Cell can only have one or the other. Not both.

@@muigogitoultrasonic3947 yes but it be very hard and they have to become a three way fusion how simple Goku and Vegeta become Gogeta with the fusion dance then Broly and Gogeta use the potara creating a fusion never seen before and deftiinly way more powerful
