I think the combat tactical chit is a die roll modifier, not a column shift. I did play this game a while ago. I think, Revolution games.

My reading of the rules seems to say the battle chit would provide a + DRM so your roll of zero would change to a "+1" so the result on 3-1 would be no effect for both attacker and defender.
