I think you are really doing a good job. Probably the video is not shown up in users recommendation and misses out or ask users to subscribe/notify would help. Also see if KZbin have added you under yellow tag, in that case you can appeal for KZbin. Normally geo policts kind of videos are most observed by the YT team and in case of any minor violation there could be some chance of reducing the promotion.
